Yep. client = user surfing front-end. In our country "." and "," symbols placed on one button on keyboard. Difference is in layout. So when somebody try to enter 1,5 in input field (and I've got "." as separator in admin panel) they got nothing and think, that they can't enter one and half. And then they just leave.
So it should be irrelevant what separator users enter, it should just work.

Are you talking about the input fields right?
Do you know you can change the separators from the field options in your backend area?
With "client" do you mean the user surfing your front-end website right?
(Some questions just to be sure we're talking about the same things)

Nowhere. I think it should be transparent for clients. Client just see form and for calculator numbers 2.1 and 2,1 should be the same.
OR some js code could change 2,1 to 2.1 in input field on client side =)
